I have no idea where you can work when your 13 years old. I do know that my daughter had to get a work release when she was 15 from the high school. Then she got to work at a restaurant busing tables.

Offer to do whatever work it is you want to do, such as :

Computer work, Babysit, Clean Garages, Organize Cupboards, File Papers, Wash Cars, Mow Lawns, Pull Weeds, Tutor the neighbors kids, Walk/wash ...
